Pasco County, Florida -- State of Florida Department of Transportation announced today it received an unsolicited proposal from International Infrastructure Partners, LLC,  to lease the State Road 54/56 Corridor rights-of-way owned by FDOT to design, construct, operate, and maintain an elevated toll facility, connecting US Highway 19 to State Road 301. 

If constructed, this would be the first wholly privately funded road built within State owned right-of-way in Florida.

Last fall, Pasco County hosted members from the Urban Land Institute (ULI), Florida Department of Transportation Secretary Ananth Prasad, and other interested parties for a full day seminar to raise awareness of the importance of this east-west roadway for the travel needs of the Tampa Bay region. 

During the seminar, Secretary Prasad encouraged attendees to “think big” and noted that a private-public partnership could provide faster development of an elevated system to alleviate congestion, would attract additional private investment, and encourage additional job creation opportunities that would enhance the economic development efforts for the region. 

FDOT District Seven is now advertising a request for proposals until October 23 from parties who may also be interested in leasing the state right-of-way.

FDOT is currently analyzing managed lane facilities for the I-75 corridor, I-275 corridor, and improvements and expansions to the Suncoast Parkway.  If all managed lanes concepts are successful, Pasco’s vision for a “Northern Loop” in Tampa Bay would facilitate major economic growth and job generation and reduce congestion throughout the region.   

With the anticipated ground breaking of T. Rowe Price and Raymond James Financial in this same corridor, a solution sooner, rather than later, is needed to maintain and improve the traffic flow for regional workers.
